RES Grant

An investor who owns or manages a multi-family building can apply for a RES grant. The RES grant is available to an investor implementing a project consisting ofpurchase, assembly, construction or modernisation of renewable energy installations - is 50 per cent of the cost of this project.

When submitting an application, include:
1. installation design documentation.
2. documents confirming the authority of the persons signing the application to represent the investor and specimen signatures affixed to the application.

The Ministry of Development and Technology is introducing another solution to encourage the use of renewable energy sources (RES), including photovoltaics in Poland. It is a tenant prosumer for housing cooperatives and communities. It will be possible to recover 100% of the value of the energy transferred to the energy system and receive 50% of funding for the installation - the RES Grant.

Currently, the following options are available for multi-tenant buildings: feeding the common part; prosumer billing, i.e. self-consumption, and selling to the grid at the average wholesale price. The surplus feeds into the energy account and the rest is set aside, any excess at the end of the year is refunded at 20 per cent to the prosumer (for each month 20 per cent of the unused funds). As long as the roof area is small, the installation covers all (or part) of the energy costs for the common area.

The manager of a multi-apartment building (TBS, cooperative, community) will be able to invest in a larger installation than is needed for the common part. Self-consumption will apply only to the common part, all energy given to the grid will be settled monthly with the seller according to wholesale prices and will be credited to the owner's account, the owner's income will, as a rule, reduce the building's maintenance costs, and the savings can be used, for example, for repairs or other needs. The prosumer (who manages the building) will have to notify the energy seller of the billing method (i.e. the status of prosumer tenant), documenting it with a resolution to build such an installation.

In addition, a RES Grant is to be introduced, which can cover up to 50 per cent of the installation costs. Applications for funding will be available as of 1 February 2023. The estimated value of the programme funded by the PFR will be PLN 448 million.

Grant will cover:

  • the purchase, installation or construction of a new renewable energy source;
  • the modernisation of a renewable energy installation resulting in an increase in the installed capacity of the installation of at least 25%.

Supporting installations - energy storage, heat pumps, etc. - will also be subsidised.

Currently for multi-occupancy buildings are the following options:

  • Supply of the common part: prosumer billing, i.e. autoconsumption and sale to the grid at the average wholesale price.
  • The surplus is credited to the energy account and the rest is set aside.
  • Any excess at the end of the year is refunded 20% to the prosumer (for each month 20% of unused funds).
  • As long as the roof area is small, the installation covers all (or part) of the energy costs for the common area.
  • Collective Prosument (i.e. shares in a common installation of tenants who purchase such shares). The billing rules are the same as above. No collective prosumer installation has been set up to date

When the prosumer tenant is introduced:

  • The manager of a multi-unit building (TBS, cooperative, community) will be able to invest in a larger installation than is needed for the common part.
  • Self-consumption will only apply to the common part.
  • All energy put into the grid will be billed monthly to the seller at wholesale prices and credited to the owner's account.
  • The owner's income will, in principle, reduce the cost of maintaining the building and the savings can be used, for example, for renovations or other needs.
  • The prosumer (who manages the building) will have to notify the energy retailer of the billing method (i.e. prosumer tenant status), documenting this with a resolution to build such an installation.
