Objective of the programme

The core of the programme is improving air quality and reducing greenhouse gas emissions by replacing heat sources and improving energy efficiency in single-family residential buildings. The tool to achieve the objective is to subsidise projects carried out by beneficiaries eligible for the basic subsidy level, the increased subsidy level and beneficiaries eligible for the highest subsidy level.

 THE PROGRAMME IS AIMED AT:

  • Owners and co-owners of single-family houses
  • or a separate residential unit in such a house with a separate land and mortgage register

CHANGES

The announced changes to the Clean Air Programme significantly increase subsidies for investments in home insulation and heat source replacement. For example, in the previous version of the programme, the basic subsidy for installing a heat pump and insulating a house could not exceed PLN 25,000, now the limit is increased to PLN 60,000. For people with the lowest income

A condition for benefiting from the higher subsidy will be to carry out an energy audit of the building, which will be reimbursed in 100% in the amount of PLN 1,200.

 

 

The Priority Programme "Clean Air" is the largest environmental project in Poland. With increased co-financing, the income threshold will increase from PLN 1564 to PLN 1894 per person in a multi-person household and from 2189 to 2651 PLN in a one-person household. On the other hand, at the highest level of support the thresholds will increase accordingly from PLN 900 to PLN 1,090 in the case of multi-person households and from £1,260 to £1,526 in the case of multi-person households.

 

 

 

 

The programme introduces additional financing in the case of carrying out comprehensive thermomodernisation. In order to receive funding for a comprehensive thermomodernisation, an energy audit is required, as well as the execution of all the elements indicated in one of the variants in the prepared audit, which will guarantee a reduction in the consumption of usable energy (EU) for heating the building:

  • to a value of not more than 80 kWh/(m2*year), or
  • by a minimum of 40 per cent.

The highest subsidy of up to PLN 136 200 will be available for so-called deep, i.e. comprehensive thermomodernisation.

Beneficiaries in all three parts of the programme will be able to obtain co-financing, as before, for a range of solutions aimed at insulating the building and replacing the heat source, together with, for example, modernising the central heating and hot water, installing ventilation with recuperation and installing a photovoltaic micro-installation. If the applicant decides to carry out a comprehensive thermo-modernisation of the building, it will be able to obtain the highest co-financing available from the Clean Air Programme. Correspondingly higher co-financing is provided for in each of the three parts of the programme. Its amount depends on the income the programme applicant earns. The highest co-financing levels, taking into account comprehensive thermo-modernisation together with photovoltaic micro-installation in particular parts of the programme, amount to PLN 66,000, PLN 99,000 and PLN 135,000 of non-refundable grant.

The new version of the Clean Air Programme introduces the possibility of submitting two applications for co-financing. In order to promote thermo-modernisation of buildings as a method of reducing heating costs in single-family buildings, it has been made possible to submit a second application for co-financing for Beneficiaries who have previously received co-financing for boiler replacement. It will then be possible to carry out, on the basis of an energy audit, both partial and comprehensive thermo-modernisation of the building, allowing the energy consumption indicators specified in the Programme to be achieved after completion of the undertaking.

As part of the bank offer, the eligibility period for the costs of the project to be implemented will change and there will be an increase in the amount of the loan covered by the bank guarantee. It has been made possible to provide bank loans and grants for their repayment for projects started up to 6 months

SUMMARY

Changes to the programme ensure:

  • widening the pool of recipients
  • simplification of formalities
  • almost double the funding
  • change of the eligibility deadline for costs of the project under the bank offer
